Try Sharjah and Abu Dhabi
Tehran is served from all three UAE airports, by different airlines on different days. Searching from each costs nothing.
Try both Tehran airports
Imam Khomeini and Mehrabad are priced separately. If you are staying in the city, the one with the lower fare may suit you anyway.
Avoid the holiday peaks
Nowruz in March and the summer holidays fill flights early. A week either side can change the fare completely.
Compare totals with the bag
A low fare without the baggage you need is not low. Each fare shows its allowance and its taxes.

Is Sharjah to Tehran cheaper than Dubai to Tehran?
Sometimes. Different airlines fly from each, so the cheaper one changes. Search both; each has its own route page here.
